It’s legal. Only flipping someone off in person can get you in trouble.

You probably won’t get into trouble, but people will assume things about you. Most aren’t flattering.
To be illegal as an insult, you have to insult a specific person or clearly distinguished group. So just flipping off the general public is legal.

I saw a drawn penis sticker on someone’s car. Seeing such things automatically leads me to assumptions/judgement about the person.

Not a lawyer, but i’m pretty sure an insult or a insulting gesture need a to be made about a specific person or a small group to be valid reason to sue, your sticker doesn’t qualify for that.
It’s on of many international signs telling everyone around you that you are an antisocial driver with not a lot of brain cells.
