The Youth Ticket is a fixed price, no matter trip distance. So yeah, on really short distances it’s not the best offer.
Short distance regular ticket can be better. But if you go from Ostend to Eupen, youth ticket will be like 3-4 times cheaper than regular

for 90% of journeys a youth ticket will be cheaper, you just chose two stations very close together for which the distance based pricing turns out to be the best option
