What if Ruzzia just says it doesn’t care? What are the actual tools to enforce the declaration to “stop the war posthaste”?

It’d be one thing if there were conditions written into it that if Ruzzia were to ignore the “demands” then more aid would be sent to Ukraine, all weapon usage restrictions lifted, more sanctions put in place. Otherwise this just looks like “we declare war is bad, so you must stop the war, please and thank you”.
