Yeah because the colleges in the south that charge people for “studying” but you just see them working illegally without even attending the college are different.

This is wrong. They recently changed the system after lots of critizism. Universities now have to feed back data about exams and class attendance to the migration authorities.
It’s another question whether this monitoring mechanism is effective and properly implemented and also if it leads to any consequences. And obviously there is no transparancy; the authorities do not reveal how many fake students there are.
