I’d just buy it in advance for the convenience. But you can get cheaper if you want to buy after you land. Whether it’s worth saving a couple euros is up to you.

And yes buy beforehand if you are a tourist, all sims you buy will need to be verified with your passport as sim cards need to be tied to your identity. Its just a pain. Just get an esim if all you need is Data.
