Vent, I had one in my dorm, it’s a life saver when you don’t want to suffocate in your room but it’s upward of 30 degrees outside.

It’s a ventilator. From the symbols next to one switch, I guess that it includes a “heat store”. You can set it to blow out warm air for some time which heats up the “store” and than it switches to suck in cold air which gets heated up from the “store”.

As other said a vent. Do you live in a older building with new windows? Often the new windows are way more airtight than the old. In such cases they install one of these.
