Just imagine the amount of corruption we had in the past 20 years, probably till this day too. I think the Ministry of Defence should have at least an internal audit (inside the government not the ministry) to prevent all that money being wasted.
You can actually see the point at which Azerbaijan got their oil and gas infrastructure up and running, the manats started rolling in, and the second war was coming.
