Yes, most cities in eastern Germany have these. Even some cities in the west. Good news for you: most Germans dislike them today, so they have in most cases rents below city average. If you have a specific city in mind use Google Maps with satellite view and you will find them.

I’m curious, why do you want to live in these?

You can find these blocks in whole Eastern Germany, even in the smallest towns. They’re called Plattenbau-Blocks btw. Western Germany does also have many blocks but they look a bit different from those typical blocks as in that picture.

what’s “european life quality” ?

These type of buildings exist all over Germany but mainly in the eastern states. In most cities in western Germany brutalist architecture is frowned upon and seen as ugly. Usually such areas have higher crime rates and higher unemployment rates.
The advantage of this is that rent will likely be cheaper in such buildings than in other parts of the cities.
In Hannover for example these buildings can be found in areas like Mühlenberg, Hinrichsring, Sahlkamp and Roderbruch as well as in suburbs like Laatzen. But again, those are seen as the poor and ugly parts of the city, especially in comparison to districts like List, Südstadt and Oststadt.
Why you would want to live in one of those blocks is beyond me.

What do you mean better quality? I’ve lived in a block and it’s everything but quality. Maybe the build quality can be good, but the life quality will suffer.
It has been proven that these big buildings (especially the ones over 10 floors) can damage your life quality and individuality. Why would anyone in their right mind WANT to live in blocks??

Respectfully asking – do people actually like these?

Those kinds of buildings have a rather bad reputation, to be honest.
