Ehi ehi!

trying it out is probably the best option as all heaters vary in intensity. position 2-3 is for spring/autumn days and 4-5 if it gets really cold in winter.
if your room is cold just turn it up and wait until its cozy then dial back to 1 or 0
These are not heaters, they are just a valve, proper name “thermostat”. You set the temperature you want to have in the room. The legend tells you where 14 and where 20 degrees is and how the other markings divide the scale further. Rotate it so that the desired value is under the “marker”.
The valve will close when the set temperature is reached and open again when the temperature in the room dropped below. The valves just let the warm water flow (or block it) coming from the central heating of the house. Usually the central heating is turned off during the summer months though. Anyways, just set your desired temperature and you are done. No need to fiddle with the thermostat any more.

The knob is a thermostat. The markings roughly correspond to temperatures: 1 is more or less 12°C, 2 is 16°C, 3 is 20°C, 4 is 24°C, 5 is 28°C. The snowflake is about 7°C and supposed to keep the pipes from freezing. You can also move the two blue and red sliders to the lowest and highest setting you want to use. They work as end stops and prevent accidental mis-settings.
You set it once to whatever temperature you feel comfortable at, and then leave there. You can, of course, turn it down when opening the window (“Lüften”), for the night, or for a prolonged absence (but keep in mind that significantly lowering the temperature will cause a considerable part of the air’s humidity to condense, possibly damaging wallpapers, furniture, or flooring, and/or promoting the growth of mold). But cranking it up all the way and turning it back down will not make the room reach the desired temperature faster.

Whatever you do, CLEAN IT! Get a brush and get Ll that dirt out ….won’t help with temperature or cost, but that is nasty.
