Yes, it’s off. The left-hand knob is set to “0”, which means “off”. Reading clockwise from there, the next setting is one I don’t recognize (could be the pizza setting?), and after that the symbols are:
* top and bottom heat
* grill
* fan-assisted grill
* convection oven
* defrost
* light only
The middle knob is clearly a timer, and the right-hand knob is the temperature setting (in °C).
Yes 0 mean off and 1 means on, like the plug seperator buttons
