The many X means the last option is crossed out.
The FreizügG/EU refers the rules for EU/EEA citizens and their family members, which are so different to normal immigration rules that they get their own law. The Aufenthaltskarte is also only for people that fall under this law.
If you’re not an EU/EEA citizen or a family member of one, this was the correct decision.
§ 81 Abs. 4 refers to the provision that stipulates that your current residence title (visa, residence permit, etc) is deemed to continue to be valid until a decision has been reached.
Basically meaning: your current visa will be valid until they are finished with your application.
(Just as another note, above § 81 Abs. 4 there should be something about § 81 Abs. 3, which should also be crossed out as it is for people that entered without a visa)
