Yes, looks like a nazi symbol. If you are in Germany, you can call police. She is probably not allowed to show this in public.

if the symbol at the eagle‘s foot is an iron cross instead of a svastika, I see no connection to nazi symbolism.

The Nazi swastika is basically illegal in Germany, so neo-Nazis and other far-right activists frequently replace it with something that isn’t illegal, such as the Iron Cross, in the hope that this will allow them to circumvent the law.
That is, however, very clearly the version of the Imperial Eagle used by the Nazi regime, and *only* the Nazi regime. Not technically illegal, but it’s going to be very hard for them to argue it was an innocent coincidence.
