As an Italian I think yes specially considered how many terrorist wannabes get arrested by secret services before doing any damage.

Difficult for the small countries. If Lichtenstein had one murder in a year it would be rocketed up near the top of the chart.
Even the low millions of population countries that are pretty safe like Greece, Portugal, Ireland etc etc only need an extra one unfortunate murder a year to make their comparative position look bad.

Now this is a stat about crime whose numbers can be compared between countries. The definition of homicide should be very similar everywhere and also everywhere a murder involves the police, unlike the arguments for thefts.
