Mi sono appena trasferito in Germania dai Paesi Bassi e la prima cosa che ho visto è stata questa cosa sui riscaldatori… serve per monitorare i consumi o qualcosa del genere? E come funziona ?

Yes, it tracks consumption. It’s used to calculate heating costs for the different tenants in an apartment building. Usually, 50% of heating costs are paid for by the individual tenants who used the heating, and the other 50% are paid equally by all tenants.
It tracks consumption as you guessed.
It counts heat energy in some undefined unit. The total costs then are split among all apartments according to those numbers.
It’s an offline piece of spyware. Or do you mean the radiator?
