Roughly “The water can drive us” (as in it can move our boats I guess as there’s a rudder in the picture) – “(but) it can’t save us from thirst”. Probably a mug from a rowing club or something?
Those translations are incorrect. „Es kann das Wasser fahren uns nicht vor Durst bewahren.“ It is a rower‘s stein. There is bo literal translation. In a figurative sense it means: „All the rowing on the water cannot save us from thirst.“
