      During 90s, Belarus had been interested in joining but there has been little news lately. Kazakhstan has interests in joining, but no formal steps towards accession has been made – other than that since 4 % of it is within Europe, it is eligible to apply.

      This is why I think Turkey is geopolitically in Europe, while Russia is not (or is at least more Eurasian). Turkey actively participates in nearly all European organizations and, although not a member, remains an official candidate for the European Union.
