Qualcuno potrebbe dirmi se è una presa elettrica? Devo solo comprare un frontalino e un elettricista?

My apartment has very, very few electrical sockets. But lots of these ‘sockets’ covered by blank face plates.

Are they electrical (as opposed to coax etc), and just buy a normal face plate and install?
