      The one is light with color that when it goes GREEN it means that you can go to the left. ( Shows priority)

      The other is a sign, that shows that it is mandatory to go left. ( Shows were you must go )

      So i believe it is to make sure that everyone understands that they must go left in the correct order.

      First arrow to go left, afterwards plus straight for the exit

      Usually, when it’s green on the main traffic lights, that means you’re on the main road. And when the green light is in the additional section of the traffic lights, that means you should give way to other cars first, and then make your turn.

      The second light isn’t exactly a light. It’s just a sign that is supposed to remind you that you’ll have to go that way.

      I think it’s a rather stupid way of doing it, as it can be mistaken for a “turn on red, but yield” arrow that’s used in some European countries. AFAIK, you’re *not* allowed to turn left on red here, and I’ve never ever seen anyone doing that.

      It would be much better to just shape every light like an arrow. A red arrow, an orange arrow, a green arrow. That would be much clearer.
