Same article mentions a Turkish parliamentarian reiterating the infamous article of the Armenian Constitution as the reason for halting border relations.
Turkey doesn’t really benefit hugely from the border opening so I understand their hesitance. The question I ask myself is why include the reference to Nagorno-Karabakh in the Constitution *yet take not even a single concrete step* towards official recognition. I mean, Azerbaijan would likely find another sticking point to prevent a comprehensive peace agreement but still, we’ve given them ammunition.
