To be honest their strengths and circumstances are pretty uniqe and therefore hard to rank (except Margvelashvili, he is the last one for sure)
Gamsakhurdia was the person who brought us independence and was actively fighting against soviets, he was not really a good politician in my opinion, but he still did a lot of good work, his role in acquiring freedom for the country is massive.
Shevardnadze was very good diplomat and had amazing charm, he was really respected by foreign ministers and presidents (There is a book called โแแแชแแแ แฅแแแแ แแแ แคแแ แฎแฃแแโ written by Charkviani in which the portrayal of his foreign relations is really astonishing). He was also a person who initially started the integration in the West, although it was really unsuccessful. He was not a good reformer and country was basically anarchy during his time.
On the other hand Saakashvili was a great reformer, he transformed Georgia from Failed state to modern country. Difference between his reforms and his predecessorโs is vast. The rule of law, economy and bureaucracy all transformed very positively. He was recognized around the world as a great reformer. He really did miracles in terms of transforming the country to European state. He also had good political sense, because it was during his time that 3 US presidents visited us (Bush, Biden and Trump). Though this achievements are often downplayed and often outright disregarded by people because of the results of โzero toleranceโ politics.
Margvelashvili – i honestly have nothing to say about him
Zourabichvili was typical European qoci. Like many other europeans he also believed that Russia was not expansionist and imperialistic, they just made mistakes here and there. Putin was not evil, he just made mistakes and other bs like that. She, like many Western europeans and Americans up until Russian invasion of Ukraine in 2022 didnโt have a clue about psychology of Russians and their true intentions. West often assumes that dictator countries want same things as them (Prosperity, Freedom, Peace, equality and stuff like that) and fail to see true reason of their acts and Salome was Victim of that. However, after re-integrating in her homeland she too saw real intentions of Russia and Qocebi and for the last few years is helping us on international platforms to maintain the correct path on EU integration. She is currently the voice of the people and only institute that speaks for the majority of the people that supports Ukraine and Westernization of Georgia.

GD presidents do not count since they were appointed by an illegitimate Russian dictatorship, which came to power through Russian meddling disinformation campaign in 2012 and Ivanishvili/Putin was the real president all along.
For Georgia not to lose de facto sovereignty and not to give Putin a victory, 2012 elections should’ve been nullified like in Romania and Russian agents arrested like in Ukraine.

I’m surprised Margvelashvili isn’t getting any love, I thought he was a very good president – he certainly wasn’t what GD hoped for.
Post 2012 is the transition to parliamentary democracy so it became a very different job I don’t think before and after can be evaluated against each other.

The question is not completely correct. From 2012 thr president has much less power than it used to so we must ask who was the best leader or something and instead of Salome and Giorgi there should be either Bidzina or Bidzina, Ghariba, Kvirika, Mamuka (if you can remember Mamuka at all) Gakharia and The cocksucker (Kobakha).
