There is no precise definition in a sense. It’s working for yourself, so you could have a YouTube channel, sell stuff on Etsy, sell your website making skills, teach people your language, etc.

Iirc you’re generally allowed to do any freelance work.
But if you choose to be employed by a company, you can only do part time (20h/week). You can do full time but it must not exceed 120 working days ~= 5-6 months. This includes being a cashier, waiter, etc.
If you are employed by e.g. the university or at an internship related to your studies, the limit does not apply.
