Got leftover HSA/FSA funds you need to use or lose?
We now have a wishlist of HSA/FSA-eligible tacmed supplies that are in high demand in Ukraine : CATs, chest seals, pressure bandages, and hemostatic bandages. We’ve got a dozen places to put every one.
u/ARZPR_2003 will deliver it to Ukraine in about three weeks.

This isn’t a criticism, its explanation of US “healthcare” and tax code complexity. This is help Americans avoid surprises on April 15.
FSA (Flexible Spending Accounts) – use it or lose it. Ordering UKR’s needs as great use to avoid donating it to your employer. There is small possibility that the IRS would detect this as improper use.
HSA (Health Savings Accounts) – rolls over year to year and even between jobs. Often can be invested in similar set of mutual funds as 401k. Tax free for qualified medical expenses any time (including after age 65), penalty free for any other reason (but taxed at ordinary rates) after age 65 (exactly like 401k).
Thus I’d think twice about using HSA funds for this purpose because they are not “use or lose”. Instead think about making a cash donation to a 501(c)(3) organization associated with Ukraine. This is only deductible if you itemize (which many fewer people can do with trump’s “1.0 tax cut” that severely capped the SALT (state/local tax) deduction.
Amazon has filters for HSA/FSA together because the rules are similar not because they are making a recommendation. The US repealed the prescription requirement to make OTC products eligible for HSA/FSA on 01/01/2020.
