The EU gives _by far_ [the most](https://www.reddit.com/r/europe/comments/j07fa2/who_gives_serbia_most_foreign_aid/) foreign aid to Serbia, but Serbians still believe that China is the largest donor. Russia gives absolutely nothing, and yet almost 15% believe that Russia is the largest donor. This shows that foreign aid needs to be conditional.
Bankrolling hostile states makes no sense in the current era. If the new Syrian government wants to fully cut off Russia and Iran, including the naval and air bases, then they can get some of the billions that Europe’s ginormous foreign aid budget will provide, but _only then_.
Yeah, we need to be certain about how pro-civil rights the new Syrian administration is before we invest.
Better still is to wait until the Sharia law is implemented.
