Measuring usage. Basically its a glorified thermometer, with radiator temperature, time and surface area it calculates “heat units”
(Heating costs of the whole building) divided by (heating units in the whole building) multiplied by (heating units from your radiators) = heating costs you caused.
Typically like 50% of the heating costs are split by usage, the other 50% by flat size. Percentage may vary.
