I struggle to see this as true, but regardless this seems like a statement made by Zelensky to f with Lukashenko ahead of the elections.

This is out of context. It was not a real apology, as Zelensky described it, but more of an excuse. He said he could not control it and he also said that Ukraine cannot defent against Putin.

Lukashenko is a brutal dictator and a liar. He should be held accountable in The Hague. But in this conversation with Zelensky I actually believe there is a little truth in his statements. I don’t believe he has a choice. His regime is absolutely dependent on Russia. He is also a slimy bastard and his goal will be to create a plausible deniability for his regime, a way out in the future like “I was forced. I did everything possible in my little kingdom to not participate with my military and my official statements were only made to please Putin.” He is smart enough to see Putin’s downfall in the near future and maneuvers to have some options left.
Lukashenko is trying to save his own sorry self. He is a rat fleeing a sinking ship.
