So all of that expense;
– millions of euros on machines, design, engineering, maintenance.
– tens thousands of hours of peoples time collecting, transporting, queuing, then one by one feeding the machines.
– punishing disabled or elderly with a tax they can’t easily rebate.
– Increased wheelie bin costs for everyone.
– City bins and refuse bags are being emptied onto the street by people searching for bottles, making the littering problem WORSE!
– it doesn’t tackle the wider non-bottle/can littering problem.
When for a fraction of the cost they could put more bins on the street (some streets don’t have any) and employed more council staff to tackle littering, and littering enforcement. Surely they should have exhausted these steps before they went with the scheme, no?
The biggest tell that this was a failure is that they’re still not publishing the recycling tonnage pre-deposit return scheme and highlight a very subjective measure “bottles seen on streets”.
And for the “lots of European countries have similar schemes that work”, lots of European country’s have silly policies, that they’ve convinced themselves make sense.
Was the DRS ever going to change littering?
Just because someone returns bottles doesn’t mean they won’t lob a cough in a ditch.

This scheme works in a lot of eu countries for decades. Give it time.

I still stand by the fact the majority of people using the DRS are people who were using their green bins properly in the first place.
Never underestimate how tight the Irish are.
It’s a poor person’s tax, we should all be aware of that at the stage. It was never about anti-littering. Solution to littering: install more public bins and hire more waste collectors; NOT invest millions of tax payers money in a private business that reimburses absolute ZERO back to the public that paid for it
I live in the North Inner City, the headline is slightly misleading as the litter problem here isn’t just a few sweet wrappers or bottles, it’s essentially wholesale illegal dumping.
I do notice much fewer cans and bottles, but equally, there are still random mattresses and suitcases just dumped at random on street corners. The DRS wouldn’t address this in the first instance.
That said I’m a fan of the DRS and have noticed much fewer cans and bottles. On a windy day in Dublin 7 there would be a chorus of cans blowing down the street, that has stopped.
There should have been an incentive to bring cans to the machine.
Instead, those that recycle are punished by being given the additional chore of collecting all your cans and bringing them to a machine, queueing, and inserting them one by one.
When I was in Berlin I noted many homeless people meticulously searching for glass bottles. They would get money for the bottles they returned.
Given the green bins accepted them I’m not surprised.
