Seems like it’s a dead-end street for everyone, and only residents can drive there.
Restricted dead end street except for residents, bikes and those who are going to the parking place (yellow sign)

What a mess. Here is how I would read it when following the rules.
Everything above the dead end sign applies to the C3 sign above but then it is still a mess. So forbidden for all traffic except bicycles but that exception only applies to the hours below it.
Then the road is a dead end except for people who live there.
It makes absolutely no sense.
Strikt genomen geld het “uitgezonderd bewoners” bord op het deel van doodlopende straat. Maar, zover ik weet, heeft dit bord niet de mogelijkheid om dit onderbord te mogen dragen. Dus is het ongeldig, of nietszeggend. Het verbodsbord is trouwens ook ongeldig omdat er stickers en tekens op getekend/geplaatst zijn
The exclusion sign below the dead end street does make me believe this is not actually a dead end street for people who live here.
No idea. If I see such an amount of signs, my initial reaction is to not drive any further.
It also seems forbidden for Vans wearers.
Isn’t there a maximum of 4 signs on a single pole?
