Switch off the fuse, open the plastic, take out the tube (probably by turning it a quarter rotation) and get a replacement tube. If you don’t know how to do any of that, especially the fuse part, call your landlord or an electrician.
The lamp itself will have its wattage and diameter written on it.
Remove the plastic cover, take out thr lamp, and look at it.
Google baumarkt + your city to find the nearest baumarkt. Then go there with this lamp and buy a similar one.
