That’s clearly just hyperbole, and the motorway Ia making it’s way through the route selection process and site investigations.
So kind of a pointless comment by the minister.
I’m commenting before someone says “they should build a railway instead.”

A better solution would be a motorway from Limerick to Waterford, intersecting the N8.
Yes, a longer route, but would give direct transport from Rosslare to the Atlantic ports of both Limerick and Galway, and it facilitate access from Cork to both Limerick and Rosslare.
Had the misfortune of taking that road once. It’s embarrassing it’s the road from Ireland’s 2nd and 3rd citys
