This is 100% bullshit. Adequately warm for Irish people is probably freezing.
What’s going on in Lithuania?
I imagine the Mediterranean countries don’t have the right housing stock to deal with colder weather and rely on AC units to heat them.
A big part of the problem in Spain is poor insulation, the building standards are much lower than we would be used too.

They are warmer. Less heat will escape anyway.
