I wonder what the motive was and who the perpetrator is.
I want to bet this is a far right extremist targeting immigrants. And i am not sarcastic. Lets see if i am right or wrong.

This is horrible. I can’t even find words.
Please, try and refrain from wild speculation and urge others not to do so either. I am certain that the anti-immigrant rabble will jump on this for their own reasons, which puts other people at secondary risk from false escalation and blame.
