Trump already made a mockery of a justice system in US, he just expands his reach.
US is not a member of ICC anyway, so they have no leverage, who cares what he says.

I am confused as to what “sanctioning the ICC” means.
Sanction it with what? It is an independent international institution. It does not trade, it does not hold any sovereign land, and as far as I am aware, it does not have any assets the US can get their hands on.
This just reeks to me as sucking Bibi’s dick.
