On a clear day could it blind pilots dropping glide bombs? Can we start a new sub with videos of blind Russian pilots trying to land their planes?
Any projectile/uav/ plane/helicopter/missile would be instantly hit if within a 2 Km radius.
One of the main dependency is the tracker and if it can match the speed of the flying object and bad weather can affect its effectiveness.
But other than that, as long as you have a power source, you will hit expensive targets with the cost of a few dollars/shot and that development will change the war landscape for good.
Imagine being immune to any air attacks if the trackers would progress to be able to track down flying objects at 20+ Mach.
Combine that with solid radars and all air advantages are anihilated
