You are absolutely correct. As a retired US Navy Captain and Analyst, I believe the US cannot be depended on, at several levels:
1. Decreasing relative economic strength.
2. Over-extended financial system.
3. Declining moral fiber.
4. Poor educational system
5. Change in ethnic composition and cultural mores.
However, constructing a European Military without having a politically United Europe will be extremely difficult. Perhaps creating a European Congress with two houses, modeled after the American Congress, and a Prime Minister to replace the EU debating society would work.

It can be a sister treaty to the EU, not everyone has to join if they truly don’t want to. Also, Orban and Fico van suck it.
Just start with a strong core and slowly expand as others see success. And EU nukes. At least a couple hundred.

Imagine the corruption in a EU army. Money from all the countries flowing in.. to many hands touching it.
This guy is uniting EU more then any other EU Leader. EU should be beging Ukraine to join NATO and welcome them with warm.
I am just some guy on Reddit so take this with a grain of salt. Europe needs to take some kind of action in these hard times to defend against an obvious threat, Russia. America is unreliable as long as their education system is in the state it is. It will take generations or a revolution to take back what they lost. Europe must find it’s place in all of this and unity in all the ways is most likely the way forward. We must get stronger and we must be proactive. To secure peace is to prepare for war.
