Quite frankly, regardless of the legalities of it, any such agreement should be in the public record.
I’ve written to my FF & FG TDs expressing the same.
It’s fair enough for the state to keep such things secret for the sake of national security.
If revealing the operational details puts us at risk, it would be obviously sensible to keep them secret. We don’t go around publishing our military plans.
