Oven cleaner, spray the area, put plastic wrap on top and let it sit for 1h or so. After that clean the product and see how it looks, if is still a not repeat the process.
You throw in in the trash and buy an inducion. In seriousness now, we had a stove like this for like 7 years and in our case it wasn’t dirty but it was used/damaged from cooking. I don’t remember how we cleaned it in the beginning and if it even worked.

Dont really have a solution for the stains around the plates, but for the plates themselves there is something called Ofenschwärze. Works well.
