If US lifts all sanctions on Russia, that would include their reserves in USD. That would be around $67 billion that Russia can access which most likely would be used to rebuild their millitary.
Also all secondary sanctions would go too.

I just wanna remind redditors that it is not for this guy to decide, but for heads of states of the EU, and if any one of them blocked this decision, sanctions would be lifted. The US won’t buy oil and gas from Russia. China and India will only do it with a discount. Europe used to be the cash cow. Just look at Gazprom’s latest financials.

The value of EU + UK exports to Russia before the sanctions is worth about $200bn/year. This top official isn’t the decision maker and I suspect once the U.S lifts sanctions, there will be pressure among some member states to follow suit. The EU exported a lot of cars, machinery, chemicals and other food products to Russia before the war and there is a believe that the longer it continues to self impose sanctions, China will fill in the entire void along with local Russian substitutes. The likes of BYD, Huawei etc are all entering the Russian market at the expense of EU competitors such as Mercedes, BMW etc which were quite popular in Russia.
