Can we start off at the start. Was this “skip like container”, a skip?

So according to the article the weapon was stored in a container with a combination lock which was known to many Gardaí.
It was not reported missing, but it was seized from a criminal gang for a second time, *after* it was supposed to be in Garda storage.
That means that a member of the Garda stole it from storage and gave it or sold it to criminals to use, doesn’t it?
Can there be any other explanation?
‘Skip like container’ makes me think of when they say “local medical facility” in the wrestling.
