Maybe I have misunderstood, but how could you drive without the license?
The permit is merely there to allow for you to apply for a driving license, not a driving license per se.

I’m not sure which part is applicable to you. Could be this: “Your foreign driving licence will remain with Traficom. You will receive a temporary driving licence if your foreign driving licence would still be valid for driving in Finland.”
So you would specifically get a temporary driving license if your foreign driving license (which they took) would be valid in Finland. If it isn’t valid, you will not get a temporary license. To be clear, a driving license permit is not a driving license.
You can’t drive until you have taken the exams and applied for the license but you don’t need to take lessons for the first try for the exams, if you fail you might be ordered to take some driving lessons before a retake exam.
