Not without 2/3 majority he isn’t. He’ll need AfD or Grüne+Linke to change it. And hell will freeze over before Grúne and Linke agree to support a conservative to raise spending. Anything else he does is financial voodoo to circumvent the rule until the supreme court puts a lid on it.
