The EU is a union of many different countries, each with its own government. Any government can say its “No,” and even a single “No” can prevent all the other countries from moving forward.
How do you plan to solve this problem?

For that to happen, larger countries need to show interest in smaller countries. Otherwise, it’s impossible. There would have to be a will to finance and help smaller countries. When in reality Olaf Scholz didn’t visit Croatia once, and Macron was the first French president to visit Croatia, and he wouldn’t even visit if we weren’t buying planes.

That’s never voluntarily happened. Recall that the US, Russia, and China each consolidated national governance after revolution, imperial expansion, and devastating civil wars, in which there were clear losers. Change had to be imposed. In Russia and China, that was even easier because of a dominant nationality, but it was still incredibly bloody.

I don’t care about being “the most powerful”.
I want Europe to be:
* powerful enough to deter the others from threatening us
* mostly independent from others in critical resources and energy, and if dependent, only from friendly and trustworthy countries
* defensive
* in traditional warfare
* in cyber warfare: less vulnerability to foreign manipulation on social media, bot farms, Big Tech intransparent algorithms, misinformation campaigns, but also less vulnerability to hacking and cyber attacks in digital infrastructure used by both the private sector and the authorities
* the defender of liberal democracy, together with Australia, New Zealand, Canada, Japan, South Korea and Taiwan – which means we also have to be a good role model and practice what we preach and aim to improve our own problems with democracy. We are not without flaws.
* unified with a common goal, good cooperation, internal standardization and a shared identity.
As long as we are all of that, as far as I am concerned, someone else can be “the most powerful”.

I don’t know how strongly you want to stick to the term nation but rushing the “European nation” would be a terrible idea. Sorry, but uniting nations that have many hundreds of years of conflicts between each other in a couple of years is impossible. The earlier date is in the XXII century.
