Even famous Budapest Memorandum isn’t a treaty. Plus if you read it it’s clear that Russia broke it, but UK and USA didn’t have to do anything other than talk in un (where Russia can block anything).
Another thing is that it wasn’t Ukraine’s nuclear arsenal. The missiles we’re on Ukrainian soil but they were Soviet. With launch codes etc in Moscow, not Kyiv. It was more hot potato than anything else.
