      The Danish town of Sonderborg’s planners first laid this network of hot water pipes in response to the 1973 Opec oil embargo. But they have been expanding it to help solve a 21st-century challenge: climate change.

      The town has set itself the world’s tightest deadline by which to become carbon-neutral. The plan is that by 2029, Sonderborg will have transitioned its industries to clean energy, and replaced most of its petrol cars and gas boilers. Any remaining pollution will be offset by the export of biogas, an alternative to fossil fuels made from animal slurry.

      Towns and cities across Britain have set themselves similarly strict deadlines, but many are on course to miss them. In comparison, Sonderborg’s planners have been working on “Project Zero” since 2007. Remarkably, they claim they are slightly ahead of schedule, having cut emissions by 66% in the years up to 2023.

      The biggest energy-saving measure has been the expansion of the district heating system, which now extends to three quarters of households. It used to run almost entirely on gas, but recently its operators have begun paying businesses across the town to vent their waste heat into it.
