Italy and Spain made clear on Monday they were not ready to back a European Union proposal to pledge up to 40 billion euros ($43.67 billion) in military aid for Ukraine this year, with each country contributing according to the size of its economy.

The proposal by EU foreign policy chief Kaja Kallas could mean a doubling of EU military support for Ukraine in its war against Russia’s invasion as the bloc and its members gave some 20 billion euros in 2024.

EU officials say it is vital to keep backing Ukraine on the battlefield amid uncertainty over the future of U.S. support under Donald Trump’s administration, which has ended Russia’s diplomatic isolation and is pressing both sides to negotiate.

U.S. President Trump said he would speak to Russian President Vladimir Putin on Tuesday about ending the war.

After a meeting on Monday of foreign ministers from the EU’s 27 countries in Brussels, Kallas said her proposal had “broad political support” and discussions were now going into details.

The proposal has strong backing from northern and eastern European countries, according to diplomats.

But some southern European capitals have been more reticent, reflecting a division between those geographically closer to Russia that have given more aid to Ukraine and those further away that have given less, as a share of their economies.

Estonia, Denmark and Lithuania lead the field in Europe, having given more than 2% of their GDP in aid to Kyiv between January 2022 and December 2024, according to the Kiel Institute for the World Economy think tank.

Coalition of the willing then. Just get going and support Ukraine.

At this point, it’s not they’re not ready it’s that they don’t want to be ready, and that’s a difference

Italy and Spain don’t even want to hit 2% NATO spending as required not surprised tbh

This is why Trump can do what he does. Europe remains fractured and not willing to make the USA immaterial in the support of Ukraine. 😞

That’s fine.Starmer,Macron and Trudeau gave those speeches and Russia proceeded to take back Kursk

It is astonishing how some people are relating this to the Spanish and Italian positions during WWII (when, in fact, Spain is governed by socialists), saying Spain and Italy are *treators* to the EU or claiming “they better start learning Russian”.

I don’t want to disrespect anybody, but I doubt these comments align with European spirit. Yes, I know, they should spend more. Yes, their positions don’t help to create a European army. Yes, Ukraine needs help. But writing and upvoting that you’ll remember “when they are on fire” is, at the very least, a disappointing answer to me.

Nothing really new in that regard, I guess.

Spain currently has a minority government that does not have enough votes in Parliament to approve the government budget. As a result, all it can do is extend the budget that was approved two years ago. This means the government cannot legally spend any money that was not allocated in that budget.

Approving a new budget would require forming a majority coalition with other parties, which is almost impossible at the moment due to the political situation. Spain is going through a massive economic crisis that has resulted in the polarization of the society and political parties.

The government is trying to find a legal way to modify the funding without Parliament’s approval. However, doing so would be unprecedented and undemocratic.

Spanish here and I must explain that in the case of our goverment is the opposition that keeps getting in the way and not letting anything come to fruiction cause the president tried to push the help to ukraine but he doesnt have parliamentary majority and the right wing went all against aiding ucraine since the very beginning, its honestly a shame and really frustrating

    11. As I see it, there are basically 2 choices for EU. Either at least most of the EU ( gdp wise i mean) starts thinking about its military, re-arming, supporting Ukraine as it’s the easiest protection choice, etc., or you don’t, which will lead to loosing your subjectivity, which will lead to dissolution of the union, which in this very hostile environment will lead to war across the continent, why? well, it’s easier to eat You divided than unified.

I can see the vector, and it’s that average human doesn’t want its qol to suffer because of something he/she doesn’t understand, or it’s too far away, etc. Politicians are playing on that sentiment. So, the second choice seems inevitable. Humans are really thinking only about short-term benefits. This behavior often doesn’t end very well, but we don’t learn, then some big tragedy hits and we learn…for few years, then the cycle loops. So maybe the war is what Europe needs so that we can build a better union – less fractured, less squabbly, etc., on the ruins after the next big war.

I don’t care either way, just my thoughts, I will be long dead in this scenario. Take care.

That is why JD Vance dares to insult EU in Munich.

He knows EU is not united 🤔

Well when Russia pushes further into Europe Spain will stay neutral and Italy will switch sides to whoever is winning in the final hours so they already have their wartime plans sorted out

At this point the EU should allow to Ukraine to join before it loses all of its territory by the EU is to scared to save the Ukrainians.

The attitude in the comments is incredible.

Everything needs to be done yesterday, their way, and expressed in the most negative,  reactionary and accusatory way, otherwise we are dead.

Every set back a catastrophe that means doom. Add some smug pig bashing to ensure everybody gets offended.

Don’t how some people remain employed with such terrible communication skills.

We can read a lot of complains from people from Eastern Europe about this, but these countries forget that when Italy and Spain ask for help in the south border, these same countries usually reject helping with join protection of the border and help with the flood of refugees and inmigrants (south border is far away from them, the same that Russia border is far away for Spain or Italy).
