Do normal (local, traffic) police units have enough people and resources?

My condolences to the family of this dead special policeman, and if more funds are needed for special forces, surely they should be sent to them. And also, local and traffic police situation should be taken into consideration, because it is evident that they are underfunded and understaffed, and they have the important task of keeping our streets safe.

Not speaking about investing more in special police units in charge of corporate tax fraud from big companies and super riches… the returns can be used to improve all type of polices.
