You call an electrician to replace them with a modern outlet.
Whoever painted it over, was not planning to use it. It needs to go. Don’t do it yourself, it needs a licensed electrician. If you are renting, your landlord should pay for it. If you bought the place, that is your responsibility.
Should be holes in the side with screws, you can use to fasten the wire.

Thank you all, this was helpful! So the battle plan is to see if landlord wants to do something about it. Maybe it was the latest unnecessary refurbishment of everything between tenants that painted these into oblivion. Or maybe the tenants before me have been surviving on microwave light after dark.
