Works better in closer range. It’s not going to do a lot against ballistic shields but it will force unprotected government thug’s to stay at range. It’s more of a deterrent. You could tie several firecrackers 🧨 light it up and throw over the shield wall, forces them to scatter 😀 we also used laser pointers and powerful flashlights to obstruct their vision.
