Can you pull the wire a bit further out of the ceiling so that you can connect an extension to the remaining part there?
Otherwise, you can connect the lamp without the ground wire – it’s a safety feature, but if the lamp is hanging out of reach, it doesn’t absolultely have to be grounded.
Does the ceiling light you want to install have a ground terminal or cable?
can you pull it out enough to extend it yourself?
Otherwise, it seems that hole is mostly plastered. So another option is to enlarge the hole to access the ground wire to lengthen it, if the light fixture will cover the hole anyway
Its probably cut becuse its not attached to ground anyways… does your light really need ground?
You don’t need ground
There can be several reasons for that wire to be cut.
1. The previous tenant had a lamp without ground and was an idiot just cutting it off.
2. The ground isn’t even connected. Not that uncommon for ceiling lamps.
3. The electric installation in the flat is pre-1984, when residual current circuit breakers weren’t mandatory and wasn’t updated since.
Getting an electrician to check that out would not come cheap.
The easiest and cheapest solution here:
Buy a lamp with plastic housing.
A ground connection is only necessary if the lamp has any metallic conductive body parts on the outside, i.e. a metal housing.
