They can “support” all they want. But until they have hundreds of billions of euros flowing in investments it will never happen.

After that you will need to wait on the other committee to decide rather or not nuclear power is a renewable energy source in order to determine if the datacenter meets environmental regulations.
*and finally* you will need a third committee to determine which countries licensing model for distributing 5g frequencies to private companies is the one you should use.
Then finally… you can start thinking about starting the investments necessary to start developing the eurostack.
