Ora è probabilmente io essere morbido, ma non riesco proprio a capire perché alcune persone ottengano animali domestici. I vicini hanno un piccolo cane e non riceve alcuna attenzione. Costantemente bloccato in giardino, indipendentemente dal tempo. La cosa povera è solo sdraiata nel giardino ed è assolutamente incazzato. Alcune persone non hanno semplicemente considerazione.

It’s rotten. Irish people in particular can be terrible to their pets. They choose to bring them into their families and then neglect them.
Poor baby.
Report them.
Your neighbours are arseholes. Report them to ISPCA for animal abuse. This is disgraceful.
At the very least it’s neglect so it is a crime. Definitely worth reporting OP.
